Universal Changing Tables

Universal Changing Tables, also known as adult changing tables, are essential to inclusion. They transform the lives of people with disabilities, people with complex medical needs, and the elderly by providing a safe, hygienic, and dignified space to address their restroom needs. Without these tables, people cannot go out in the community and participate in activities.

Our agency was the first in the state to launch a universal changing table program using American Rescue Plan Act (ARPA) funds requested from our County Commissioners. Our program gained significant attention throughout Ohio, leading our State government to include changing tables in renovation plans for highway rest areas. We also shared mobile tables with state and local government agencies, which expanded awareness of the need for these in public places. Today, our program serves as a model for the state and the nation. It even led the Ohio Department of Developmental Disabilities to allocate ARPA funds that allowed other Ohio county boards of developmental disabilities to start their own changing table programs.

Our Universal Changing Table Lending Program 

Montgomery County, Ohio, residents and organizations can borrow the Montgomery County Board of Developmental Disabilities Services' mobile, height-adjustable changing table on a first-come, first-served basis for Montgomery County events free of charge

  • A 15-day advance notification is required for use; however, 30 days is preferred.
  • Users must sign a Memorandum of Understanding (MOU) agreeing that they are responsible for the table while in use, and must educate users about how to operate the table (MCBDDS will provide instructions that must be posted with the table).
  • Total space needed for setting up the universal changing table (UCT) is at least 42 square feet.
    • Table measures 31 inches x 79 inches.
    • Additional 36 inches is needed for maneuvering while using the table.
  • The following is a list of recommended places to put the table;
    1. A family restroom
    2. A gender restroom - if it can be locked to become a single-use restroom
    3. A conference room or other type of room that can be locked
    4. A large inside area using a 10 foot x 10 foot tent (available upon request) to provide privacy 

Please note: The maximum amount of weight that our mobile tables can hold is 496 pounds. Electricity is needed; an extension cord is appropriate.

How can I learn more about Universal Changing Tables?

Many different types of universal changing tables are available for purchase, at many price points. Before purchasing and/or installing such a table, it is important to understand the needs associated with these tables so they can be installed properly and used effectively. 

A grassroots organization called the Changing Spaces Campaign provides free guidance about:

  • Planning a universal changing station, whether in new construction or as a retrofit in an existing building
  • Types of tables available, including price points
  • Building code information
  • Grant opportunities
