In 1967, Ohio's County Boards of Mental Retardation were formed as a result of Senate Bill 169, which is why they are sometime still referred to as "169 Boards." Montgomery County DDS held it's first meeting in November of 1967 to begin planning for the new agency.
In 1968, the Council for Retarded Children of Montgomery County Operated thefirst workshop in the basement of a church at 29 Brown Street for 50 people and passed their first levy for operational money.
January 1, 1970, the Board of Mental Retardation assumed the operation of the workshop and other programs. The workshop, along with seventy adults, moved to the Dayton Gym Club at 430 Wayne Avenue. The program had expand to include an adult activity center, preschool and a developmental center. The Board also built its first facility specifically to educate children with MR needs -Northview.
1970 Montgomery County Adult Services Corporation was founded to provide employment for adults with MRDD. It later became MONCO Enterprises Inc. Rapid growth in Adult Services resulted in the Board leasing a warehouse at 5561 Webster Street in 1971.
In 1980 the State began Deinstitutionalization. Individuals began returning from Orient, Gallipolis, Columbus Developmental Centers and others. Over the next three years 300 Adults returned to the area. The Board also initiated a second shift to address space needs at Kuntz Adult Services Center.
In 1983, the Board worked with local School Districts to mainstream the first 132 children back into public schools.
Over the years the Board has expanded services to three Adult Services facilities (two habilitation centers and one employment and training center) and two Children's Programs and Services facilities. In conjunction with the "Help Me Grow" program, Early Intervention services and Preschool are offered to eligible children. Most children with disabilities are now educated in the public schools throughout the county. The Board also offers services for Seniors and Mental Health services for those dually diagnosed. Adults are afforded choices in services, work opportunities and places to live in the community, never dreamed of 40 years ago.
